Looking for Program who expert in phpShop custom my project $$$

Hello Sir/Madam

I'm interesting in phpshop and would like to find (one/team) programer to complete my project, I want a multi phpshop that visiter can register and get there own shop like  http://username.mywebsite.com, and I can control theme with admin panel

That's the main concept

Below is Admin qualification I need

+ Select plan for users, different modules for each plan, diffent disc space for each plan, diffent good item limit for each plan
+ Approve users and and user to plan
+ Set expiry date for each user, after expire user (shop) will be disable and show suspend message
+ Select some special template for some users only, So there are 2 template set one for all, one for private
+ email to all user, can select some groups to email

Below is qualification of phpShop that I want

+ Can select template that admin provide
+ Suport 2 language ( english and my local language ) with All modules, and Language selector
+ Support multi cerrency and cerrency selector
+ plus Mini forum, Ticket, testimonail (guest book), easy live chat support, Custom page, Article
+ Taxes by country, state, product
+ Shipping cost by product, weight, country, state, Custom shipping cost
+ discount by product and shopper group
+ Multi images per product
+ Support payment by Credit cart, Paypal
+ More details I'll tell you later

Yes I need portal for my first page which can control from Admin Section

+ Newest Shops
+ Last update Shops
+ New Tempaltes Added
+ News
