Unable to set other than CC payment method and coding only inISO8859-1

Hello,

I try to use the last stable version but I´m tryinng two things without success so I need your help please:

1st - to display correctly non a-z chars which are needed in our Czech Language and can´t finde where to define f:e. cp-1250 or iso-8859-2 or UTF coding ??? Can please someone help me?

2nd - payment methods ... it still needs on checkout some account number and expiration month. And this is nonsense  when i.e. payment method like "cash on packet" or "pay in advance (classic money transfer to an account nr.) is used." Please help me how set this up and make it up and running
