Admin keeps dying on me

When I log in as admin, not a great deal happens. If I select on the Administration link on the left I have to log in again. Having done that, it takes me to the Admin page. But when I select anything, I have to repeat the process; login again and then do something.

I have a shared hosting system, so had to do some poking around to find somewhere that the session files could be stored. But that's now working and I can see the session file.

But I can't actually do anything!

And upon further investigation, this happens with all users! I can login; but as soon as I want to do anything as that user I have to login again.

This is proving to be a drop-dead problem. I can't pass on something like this to my customer.
